![]() Mills Family Pictured Left: William Monroe Mills. Our Mills 19th century ancestral epicenter was Franklin Co, GA. Venturing further back in time has been a mystery that has so far eluded those researchers seeking documented proof. What we know is that there were several adult Mills men in that county by 1800. Children of the early Franklin County Mills men that this researcher has tracked (who lived to the age of the 1880 census and beyond) indicate that their fathers were born in North Carolina. The Mills DNA Project lends credibility to the assumption that these men were closely related. Known and probable descendants of the Franklin County Mills men have tested either with a perfect match or with one marker difference. Participants tracing their lineage to some of the mystery men would provide even more valuable information. The early Tax Digests of Franklin Co, GA hold a wealth of information for Mills descendants. But they also raise many question. Who was Anselm Mills, the mystery man who for a decade lived adjacent to John Payne, father of Nancy Payne who married John Mills? He was also a neighbor of Vincent Garner who, as a resident of Pike Co, MS in 1820, gave power of attorney to his friend Thomas Mills of Franklin Co, GA. Since Anselm Mills is listed as delinquent in 1810 and never enumerated again, we can assume that he left or died in Franklin County about 1809. His 1808 Franklin County tax entry indicates that he won Baldwin County land in the 1807 Georgia Land Lottery. Does that county hold answers so desperately needed? Another mystery man is the William Mills who owned (or lived on) property located near Indian Creek in 1805. This is the area in which early Franklin County resident James Mills bought property in 1805. We also find entries for a Moses Mills who is listed as a neighbor but not as a taxable entry. A number of the younger Mills men in Franklin Co, GA can be definitively tied to Thomas Mills (born before 1767 in North Carolina) through a series of tax digest and estate transactions. Thomas Mills himself doesn't show up in the Franklin County tax digests until 1810. This validates the later census records of a number of suspected or proven sons who all indicate they were born in South Carolina. Therefore we can deduce that Thomas Mills moved to Franklin Co, GA to join relatives in that county. He does not appear to be the progenitor of the area family. An intriguing deduction that can be made is the fact that Thomas Mills showed up in Franklin County at exactly the time period in which Anselm Mills disappears. This researcher has not yet found deeds in which Anselm Mills conveyed his Franklin County land. Conversely I have also been unable to locate deeds for the purchase of Thomas Mills' acreage. That land, by description and neighbors, appears to be the Anselm Mills property. This leads one to the conclusion that the property was passed within a family without benefit of government involvement. Was Thomas Mills a son of Anselm, or a brother? A closer study of Franklin County tax digests is providing exciting new information regarding the parentage of: (1) John Mills who married Eleander Forrester 1809; & (2) John Mills who married Nancy Payne about 1808. There is a possibility that all the John Mills entries on the Franklin County tax lists can be attributed to these two men. Both Anselm Mills & James Mills paid poll tax "For John Mills" in certain years. And both have a John Mills enumerated directly following them in certain years. We have an approximate birth year (1782) for the John Mills who married Eleander Forrester. But John Mills who married Nancy Payne died in 1827, before the valuable census information of 1850. We do know that Anselm Mills was a next door neighbor of Nancy Payne's father, which points toward his having the closest relationship to her husband John Mills. But there can be little doubt that James & Anselm Mills are themselves closely related. So each would have a personal relationship with the neighbors of the other. When Thomas Mills enters the county he also interacts with the neighbors and friends of James & Anselm, leading me to suspect that the three men are very closely related. Please join me in a study of the facts and relationships that can be gleaned from the Mills records summarized below. |

Haynew DCCt Twelve Northampton County North Carolina Families 1650 – 1850 Compiled by Rebecca Leach Dozier. pp 240-241: Penelope, a daughter of James Lassiter and his unknown first wife, was born before 1774 in Northampton Co, NC. When her father wrote his will in 1804 she was named Penelope Mills since she was married to Naaman Mills. Naaman Mills was recorded on the 1784/86 state census and was living in Northampton County. By the time the 1790 NC state census was taken they were in the Halifax District of Edgecombe County. Naaman and Penelope had in the home in 1790 one male over 16 (Naaman), four males under 16 and three females (Penelope and two daughters). By 1815 Naaman was listed on the 1815 Wake Co, NC tax list. During the early 1830, Naaman applied for his Revolutionary War pension. He died intestate on 2 September 1835. Records of his death and children were recorded in the 1838 Wake Co, NC Court of Pleas & Quarter session. His children were named as John, Brittain, Matthew, Nathan, Shadrack, and Lucretia Mills. Naaman Mills was buried in the Mills Cemetery, Apex, Wake Co, NC. His tombstone reads Feb 18, 1757 – Sept 2 1835. Penelope was thought to have died prior to their move to Wake Co, NC. |

Rutherford Co, NC Wills & Miscellaneous Records 1783 – 1868 P 76. 15 Apr 1797. Proved April Term 1797. Whereas Ambrose Mills, decd died intestate in the year 17?? Leaving a widow Anna Mills and seven children to wit: William Mills, Thomas Mills, John Mills, Ambrose Mills, Milly Mills, Polly Twitty, Pamilea Mills, Anna Mills the youngest. Col James Miller in the year 1782 administered on the estate. The said Anna Mills, the widow, intermarriaged with John Carrick in Feb 1790. Such proceeding have been had and such management with the estate as appeared in the copy annexed and certified. Richard Lewis Esq & William Mills has been appointed guardian of Ambrose, Milly & Anna Mills, one petition is to require bond and security for the estate and action of debts, in part of the second sale of a negro, a wagon, a note on McCaffenty, horses, cattle. Bond to be on Admnr James Miller, John Carrick & Anna his wife. This indenture witnesses that William Mills & John Carrick have agreed to settle their suit in law, and other disputes about the estate of the decd. The widow to have her dower in the old home place, William Mills to pay court cost, attorney fees. John Carrick shall not claim any more of the personal estate of the decd than he had or left at the old home place when he went to Cumberland. Wit: Waightsill Avery, John McKinney, John Goodbread.
